The paper analyses changes in New Zealand's Official Development Assistance programme over the past 30 years. It outlines how, following a rapid increase in real aid spending in the mid 1970s, much of the subsequent period has been marked by steady
decline. The Pacific Islands have remained the main beneficiaries of the aid. There have been major changes in the past decade and a shift to policies guided by the new neoliberal philosophies of aid.

Since the 1960s, three major changes have occurred in the Western aid regime. The international coordination of the Western aid programs has increased. The US role as the dominant aid donor has come to an end. The countries of the European Community
and Japan dominate Western aid-giving today. A framework for coordination of the aid program within the EC has emerged. The geographic distribution of aid has been altered, but there is not a panregional division among the donors.
