Latest since Hurricane Mitch hit Central America in 1998 disaster prevention has become an important issue in development cooperation. In the international discourse there is meanwhile a consensus that humanitarian assistance after a disaster is required the most important aspect is to anticipate risks and reduce the impact of natural disasters. In development cooperation this means to build and develop capacities and integrate them into programmes for sustainable development. The case study of the German financed project in Bolivia illustrates the issues and problems involved. - (IfL)
