The article presents first deliberations from a top-down-perspective for the area of the FRG as well as from a bottom-up-perspective using the example of the Neighbourhood Association Karlsruhe (NVK) to answer the question how a system of tradable land dedication contingents could be designed in order to reach the 30 hectare-objective in the sector of land claims. First the basic function of a system of tradable land dedication contingents is described. On this basis first consideration with respect to some important parameters for the design of such a system are discussed. - (IFL)
