Lodz was still dominated by its eastern-orientated textile industry in 1989. The city is faced with overcoming a number of serious problems in the quest to restructure the local economy during circumstances of economic and political flux affecting
eastern Europe in the early 1990s. Lodz faces a difficult, competitive situation in attracting the inward investment needed to diversify the local economy away from the ailing textile industry.

The paper analyses trends in non-agricultural employment. It was found that non-agricultural activities have experienced a substantial growth in communes adjacent to the city of Łódż. The period 1993-2000 saw an increase in the service sector
, particularly in trade, accompanied by a decline in manufacturing. This period the basis for the conclusion that exogenous activities in these communes play a complementary role with respect to the endogenous functions of Łódź. In the communes situated
