This article examines the local socio-economicimpact of the arrival of Mozambican refugees in the Eastern Province of Zambia. It is suggested that an appropriate framework from which to analyze the impact of refugees is to focus separately
on the effects of population increase on the one hand, and the specific characteristics of refugees on the other. A model is developed of potential beneficial changes resulting from the refugees. Policies are designed to promote local economic development.

A multiplicative model is proposed as a framework for examining the current knowledge in forecasting the demand for telecommuting and the resulting transport impacts. An illustratve example is developed, using plausible values for each factor
in the model. In any event, it is likely that the aggregate travel impacts will remain relatively flat into the future, even if the amount of telecommuting increases considerably.
