The recent failure of this project at London Docklands in the wake of the financial collapse of Canadian property giant, Olympia and York, is critically examined. The development of the financial sector has rendered commercial real estate a pure
financial asset. This mechanism spurred the speculation and overinvestment in the property sector. Investment activities were further catalysed by the urban and economic policy that endorsed market-driven, speculative short-term practices.

of enabling as found in policy and academic literature and argues both that changes in the language of policy have been distinctive and that this is actively contributing to the new urban governance.

This article analyses the shared space and the post-politics of environmental change through the example of vision-impaired people in London. It shows that their diverse needs are barely recognised or given a platform to influence shared space
policy. It is suggested that their marginalization is part of a postpolitical condition, in which deliberative techniques, such as public consultation, are part of a process to manage those that dissent from the preferred policy choice—i.e. shared space
. It concludes that an implication is the depoliticisation of shared space policy in which the unequal, and unjust, ways in which urban design impacts on vision-impaired people are neither articulated nor recognised by formal policy programmes.
