The present housing subsidy system lacks coherent targeting mechanisms which would ensure equity in respect of housing assistance. With a small public housing sector and an owner-occupied sector which appears to have peaked in relative size, vulnerable low-income groups are locked into a private rental sector which receives low levels of government assistance.
