Descriptions are given of the main functions and users of the synoptic data bank realized on the ES computer at the All-Union Hydrometeorological Information Research Institute - World Data Centre. The database content and the software composition are reported and examples are presented of their application to solve standard problems connected with developping long-range forecast methods and investigating the atmospheric general circulation and climate.
