Paper situates Cuba's new place in the post-Soviet global economy. The picture is not pretty ; Cuba is seeking foreign investment at almost any cost. Tourism is once again a priority, with the four main sub-components being ecotourism, academic tourism, and sun-and-surf recreation. The practical, legal, and ideological contexts of these new markets are discussed. The uneasy partnership between government still committed to a centrally-planned economy, with a strong role for the military, and private enterprise is assessed. - (SLD)
