Author takes a critical, philosophical look at modernization, which has favored the parallel growth of the rights of the stade and the individual at the expense of intermediary or secondary groups collectives. Although there is more and more sympathy for other institutional solutions, the answers can be elusive. Sandberg reviews the political struggle over the reintroduction of Commons Law for Mountain Areas in Northern Norway. The special history of Finnmark, the lands of the nomadic Sami, is placed in the context of this struggle. - (SLD)
