This dissertation seeks to understand the way in which spatial planning is conducted in the Netherlands by means of a discourse analysis. The research draws on the theories of communicative action as formulated by Habermas and Hajer, and specifically for the Dutch planning context, the decision-centered approach and concept of planning doctrine as defined by Andreas Faludi. The research focuses on the role played by discourses and communication in the spatial planning of the Randstad in the Netherlands. By applying the theoretical framework provided by Habermas to planning, the role of citizens in plan design becomes highlighted. - (AGD)
