The paper summarizes the development programme on: Warsaw XXI and addresses the following issues: (a) should the current demografic stagnation of Warsaw be considered as a major development barrier?; (b) to what extent are the urban transformation goals feasible, considering the land-ownership aspects as well as the prevailing public attitudes towards land use change?; (c) should the importance of trans-national, rather than national-wide functions be emphasized in the long-range development programme for Warsaw? - (DG)
