Intense tourist development in the town of Steamboat Springs and surroundings threatens to change the conditions that attracted visitors in the first place. Planning is regarded as essential to avoid deterioration of the setting. One need is to relate jurisdictional boundaries to ridge lines and drainages. A visual resource management plan and the idea of a land trust are discussed. - (DWG)
