This paper describes the conceptual framework and design characteristics of creating a Flood Disaster Information System (FDIS), and its application experiences in China. During the 1991 flood disaster in China, the system and related techniques were used on Huaihe River of central China and Taihu Lake region of east China for tracing the flood process and evaluating the loss of flood damage timely.
