The requirements of the post Cold War era seem to dictate a wider involvement of the military in the environment. At the same time, the removal of what was seen as the major threat has produced pressure for a reduction in military budgets. This poses a major dilemma for decision-makers. The military is expected to perform a greater variety of more complex tasks. The concept of security has been redefined and it remains fundamental, with an expansion of the humanitarian sphere.
