Re-investing offshore Australia: oceans policy in the post-UNCED era : Australian and international environment agreements

The paper provides an overview of the policy issues of the United Nations Convention on Law of the Sea (november 1994), and a condensed assessment of the policy problem. It outlines the origins and intent of UNCLOS and how this might interdict with extant marine governance in Australia. UNCLOS comes at a time when Australia is facing fiscal constraints, many terrestrial resource management problems and an international situation where trade wars are likely and some regional tensions remain to be resolved.
