Food gaps are resulting from mismatches between the demand and supply of water in semi-arid and arid countries. The institutions with responsibility for the allocation and planning of water use are not robust enough to provide leadership to ensure that scarce water is used sustainably. Case studies in these regions exemplify the strategies adopted in various circumstances.
