Flood control failures in a Third World city : Benin City, Nigeria - Some environmental factors and policy issues

The aim of this study is to examine some of the environmental factors and policy issues responsible for flood control failures in Benin city, a typical Third World city. First, it highlights some of the obvious errors of omission and/or commission as well as identifies those critical environmental factors and the direction for policy reorientation in the mitigation of the flooding problems. Second, it provides a new framework that includes conservation principles in flood control packages for Third World planners.
