This paper reviews the evolution of the so-called flood- and drough-dominated regimes, FDR/DDR concept, comments on the quality and reliability of flood records, and critically reviews the evidence for FDRs/DDRs. They then discuss conceptual problems encountered in the use of flood-frequency analysis, together with conceptual problems when considering a climatological perspective of the FDR/DDR concept.
