The conference Habitat II is an indicator of the state of policy and programmatic dilemmas, vith aspirations for future effective progress. International organisations have achieved substantial reform of urban conditions since the 1970 and sometimes improved policy frameworks in some developing countries. By 1996, international policy has become more comprehensive and wide-ranging. The AA. have variously written on evaluative histories, housing and urban finance, land and tenure, urban indicators, sustainable development and cities, structural-spatial change, the urban management programme etc...
