This paper is a comment on Holden and Swailes (JRS, 1996, pp. 303-310). The A. shows that their results (employment effects of industrial subsidies in the firms of U.K.) arise from the particular properties of the homogeneous production function. He shows that the effectiveness of assistance increases with the marginal cost of private funds and is greater in the firms facing financial constraints.
