Problem peripheral estates may be seen as a particular variant of the wider phenomenon of the hard-to-let social housing estate. Peripherality refers to a range of phenomena, including spatial isolation, long travel-to-work distances and marginalisation from employment opportunities. Economic problems commonly associated with peripheral estates include the lack of economic base and high levels of unemployment. Regeneration policies applied since the mid 1980s are examined.
