The central issues of focus are sustainable availability, affordability and accessibility of housing finance to households. A dominant proportion is accounted for by informal non-institutional sources. This informal system will remain a viable option and the development of sustainable institutional systems requires continued discrete and prudent roles for government. Integration into the national financial system and market pricing are desired goals.
