Crisis, chaos, crunch? Planning for urban growth in the developing world

The shift from the traditional centralised approach not only involves new reponsabilities for urban residents, but for local authorities. Four problems are singled out for detailed consideration. There is a crucial constraint on meeting the financial demands for the provision of shelter and services: the official discouragement is often directed toward informal-sector employment. Appropriate policies must be adopted by governments which involve local communities in the planning process.
