The implementation of compulsory health legislation: infant smallpox vaccination in England and Wales, 1840-1890

The paper examines the implementation of the Vaccination Acts within England and Wales. It looks at the pattern of coverage among infants in the years immediately before and after the practice was made obligatory and also in subsequent years when successive legislative measures tightened up the compulsory provision of the Acts. With a major epidemy in 1871-72, the vaccination policy is tested, revealing its strengths and weaknesses.
