Poor relief and the county house of refuge system in Ontario, 1880-1911

At the end of the nineteenth century, there was a province-wide system of relief institutions in the Houses of Refuge Act. About the same time, welfare policy was developing rapidly and a wide range of care-giving agencies appeared. The Wellington County is taken as a case study, and its population is analysed in terms of distance of former residence from the refuge, rate of admissions from urban and rural parts, and age and gender composition.
