Changing local and regional government : issues of democracy, integrality and hierarchies

The integral nature of territories implies a complex tasks of multipurpose local and regional self-governments. The relation between centralizing and decentralizing tendencies can be assessed differently. Increasing centralization can be associated with transition from democratic system to a totalitarian one like in Czechoslovakia during the late 1940s and 1950s. In the post-totalitarian Czechoslovakia, the role of both tendencies has been associated with the change towards a democratic system. - (MS)
