Tourism has been promoted for economic development. There is a need to develop a deeper understanding of the issues of power, access and identity. The paper examines the issues of black participation and the concept of empowerment. Two examples, Kagga Kama in the Cederberg and the Victoria and Alfred Waterfront in Cape Town are assessed with regard to these concepts. Wider implications for Cape Town's townships are then considered. - (AJC)
