Co-managing the boundaries between urban and natural areas : a case study of Scarborough (Cape Peninsula)

The characteristics of protected areas that adjoin urban areas are analyzed, focusing primarily on the problems and opportunities presented by co-managing these areas through buffer zones. A set of criteria are drawn from the case study that could be used to determine whether an area in the urban fringe should be included in a buffer zone around a protected area. It is shown that reserve boundaries do not offer sufficient protection for protected areas and that the buffer model is an effective alternative. - (AJC)
