Underdevelopped regions and the non-normative supports

The main purpose of the paper is to reveal and evaluate the role of non-normative supports (e.g. addressed and aimed supports, tax allowances etc.) in the development of underdeveloped regions on the example of some selected areas. Author also presents the social structure and demographic features of these regions, because the quality of local society and local leaders usually determine the amount and purpose of non-normative central subsidies. - (JS)
