In respect to the disputed State of Jammu and Kashmir, whose independence neither India nor Pakistan will countenance, The A. suggests that the two powers agree instead to the establisment of a Kashmir Autonomous Region, that a People's Assembly be elected, and that a plebiscite be held to determine which areas shall become part of the KAR and which be fully integrated into India and Pakistan.
