Description :
The financial autonomy of municipalities forms the basis of local government. The major determinant of the level of autonomy is expressed by municipalities’ own income per capita, which defines the real powers of local governments in conducting their own local policies. The high share of own revenues in the budget is conducive to increased self-reliance as well as a relative and complementary value. The subject of analysis are two groups of those 24 municipalities that in 2008–2009 received the highest and lowest rates of own income . The study determined the level of financial autonomy on the basis of the amount and structure of budget revenue and expenditure. The analysis provided answers to the questions what factors affect the financial autonomy of municipalities, and whether there are specific patterns in their spatial distribution. – (BJ)
