On examine le pouvoir de la participation publique à la planification locale en se référant notamment à la question délicate des conflits sur le développement résidentiel dans la ceinture verte proche de Glasgow. On définit les concepts clés à la base de la recherche et on identifie les acteurs principaux du processus de développement résidentiel. On explicite le cadre institutionnel dans le conflit entre les promoteurs et la communauté locale. On fournit un aperçu détaillé sur les principes, la pratique et les problèmes de la participation publique dans la planification locale.
