Detailed analysis of the complex economic-policy decisions on energy facing the Soviet Union and its allies. To reduce the energy intensities of the bloc economies, Moscow must improve energy-use efficiencies or produce a change away from fuels-and materials-intensive processes and sectors. The A. shows that the Soviet bloc does not have the capability or willingness to effect such changes, and he explores the implications of this indecision for both the Eastern bloc and the West.
