After the cancellation of the water concession contract, the water management returned to a public enterprise. A new law was approved, taking into account the respect of traditional uses and the rights of farmers and indigenous communities. Two experiments about water collective governance were created. The first concerned the concept of people participation. The second regarded the development of water self-management committees in the southern part of the city lacking in water services.
