The paper addresses what socio-political and environmental conditions contributed to the vulnerability of the affected tourism community of Khao Lak. An understanding of the root causes of destination vulnerability is vital for the implementation of regional recovery and for building resilience against future shocks. The vulnerability is analysed through an innovative framework : it is shaped by 13 interlinked factors.
