Toronto has often been described as the city that works: a city that has managed to combine efficient suburban expansion with maintaining a vibrant downtown, not least through innovative and generally functioning systems of metropolitan-wide planning and even government. However, roughly over the last two decades the successes have come under threat as Toronto has experienced highly dynamic restructuring processes in all sorts of spheres: massive population growth, high rates of immigration, a far-reaching expansion of sub- and exurban development, and at the same time fiscal retrenchment and a drastic restructuring of regional governance (and planning). - (IfL)
