The challenge in Post-Conflict-Countries like Afghanistan lies in ending the military conflict and establishment of national security and the concomitant rehabilitation of administrative and political structures as well as the reconstruction of destroyed infrastructure. The German Government supports Afghanistan since 2001 with a double tracked approach of humanitarian and military aid. The article traces the emergence of the Provincial Reconstruction Teams (PRT), describes the objectives of the PRTs and gives an overview about the difficult relation between members of the military forces and civil development workers. Finally the author tries to answer the question whether PRTs are a useful tool for reconstruction and nation-building. - (IfL)
