This study represents an attempt to identify Polish gminas that are congruent from the point of view of the organization of pre-election polling (sometimes inappropriately thought of as “primaries” in the American sense). The analysis was founded on the assumption that gminas previously reporting results close to the Polish average would continue to do so in the near future at least. The dual approach taken to the work involved: a) reference to past results in general and presidential elections and referenda, and b) (in line with an assumption that electoral preferences reflect the social structure) adaptation of data from the central Statistical Office on socioeconomic indicators characterising different gminas. When forecasts were set against reality it became clear that the methodology adopted was not suitable for use. - (BJ)
