Burma and Japan since 1940 – From Co-Prosperity to Quiet Dialogue

Compared to other donor countries Japan appeared a trustable and non-threatening source of funds. Japanese loans and grant funds for aid projects made it possible to allocate scarce government funds for more pressing priorities such as fighting the insurgents. After 1988 the SLORC has been trying to use the popularity of Aung San Suu Kyi in Japan to obtain more rewards from Tokyo. This policy has been rather successful as a ‘quiet dialogue’ never stopped between the two partners and Japan helped discreetly to the realization of many Burmese projects (Airport, Baluchaung barrage, reforestation of central Burma, Greater Mekong Subregion ). Burma is not an international pariah everywhere. - (GL)
