The importance of the operational dimension in cross-border cooperation initiatives : Italy looks south-east

International Cooperation represents one of the main pillar of European development policy. Neighbouring countries engaged in the development of cross-border regions undertake institutional engineering operations to set up the necessary procedures to run Cooperation Programme. Hence, beside their spatial impact INTEREG programmes represent institution-building workshops for the articulation of management structures compatible with the different governance arrangements of involved Members States. Building on this assumption, the paper presents an operational analysis of the INTERREG IIIA Programmes involving Italy and non-EU15 nations (Slovenia, Balkans, Albania, Malta) and sheds some light on the difficult process behind the institution of cross-border levels of governance - (BJ).
