European integration and cohesion is increasingly and concretely considered as the integration of the European territory, as the merging of European areas, cities and regions. Not only the Treaty establishing a Constitution for Europe of 2004, which, in addition to the objectives of economic and social cohesion, launched territorial cohesion as a new objective of the EU ; but also the intensive cooperation process of the ministers of the EU member states responsible for spatial planning and development, which has been going on since the beginning of the 90s, have put the territory and European spatial development on the agenda. The Territorial Agenda of the EU adopted by the European ministers in Leipzig now continues this process and marks the beginning of a new idea of European spatial development policy. - (IfL)
