If migrants enter without a permit, from the government's point of view they enter illegally. The term illegal in this respect refers solely to the absence of a legal right of residence and contains no statement about possible existing politically, historically or morally founded rights. In literature on the subject and in the media one also finds terms such as irregular or clandestine. In Spain and France the term without papers (sin papeless or sans papiers) has also become established. It is estimated that approximately 1 million foreigners are currently living in Spain without residence permits and between 500.000 and 1 million in Germany. - (IfL)
