Description :
ICT and the World Wide Web have contributed to the articulation and de-articulation of the material space. The post modern geographic spaces become a strict mix of territories and networks in which the identity of places and population arises. Those places can compare themselves with other territories within the cyberspace. A methodology is proposed, which is based on the analysis of the main Public Administration and local systems web sites.
