The task of this paper is to examine how human capital affects the formation of a knowledge-based economy (KBE) on the whole-country and regional scales. KBE development is considered the main aspect to the modernisation of the Polish economy and improvement in its competitiveness. While the key KBE components are innovations and human capital, the low level of direct use made of technological innovations in Poland ensures the crucial importance needing to be attached to the nature and size of human capital. - (BJ)
