The distribution of greenfield foreign direct investments (FDI) in the communes of the Małpolskie voivodship is connected with the level of development of those determinants, which depend on measures taken by local governments. That research, which is the first to be conducted on such a wide scale by local governments in the process of locating foreign investments projects in particular communes in Poland, confirms the thesis, broadly presented in literature, of major significance of measures taken by local governments in the process of locating foreign investment projects in particular communes in Poland. Those new FDI are developed almost exclusively in those communes, which are marked by the minimum investment attractiveness acceptable to entrepreneurs. In other communes, where particular elements of investment attractiveness dependent on local governments are below a certain, acceptable level of development, any active policy of local governments cannot provide opportunities to gain new investors. - (BJ)
