In spite of persisting serious disadvantages, the Scottish Highlands and Islands have during the last three to four decades gradually left their bleak past behind and, for the time beeing, stopped the negative down-ward trend. This has been due to a combination of several positive factors, especially constant national and european support, an overall innovative regional and economic development policy, the successful exploitation of soft economic factors as well as empowerment effects brought about by political devolution. Yet in spite of this success, the region has to cope with persisting internal inequalities and remains vulnerable to external shoks and trends. (IFL)
