Starting from some thoughts devoted to the universal demonstrations of solidarity that Spain and its citizens received after the tragic terrorist attacks of March 11, the A. analyzes the relations between Spain and the European Economic Community (EEC) before and the European Union (EU) later. The article then studies the evolving relations between the regional level, the national level, and the super-national European level.
