The detailed analysis was subjected positive transformations in 12 communes and negative in 12 others communes of three voivodships : Kujawsko-Pomorskie, Pomorskie and Warmińsko-Mazurskie. In conclusion the authors state that to achieve success for significant part of rural areas is required development of institutions of the local society, which have a full cognition of local conditions and with co-operation of experts and financial means of EU they will be able to increase the optimum local development of these areas. - (BJ)
