The scarcity of water is a world wide problem which directly affects over 1.2 billion people, mostly, in the third world. The threat is rapidly growing but mass media generally forget a question that also international agencies tend to underestimate. The consequences range from human health to ecology and to economy and politics. The AA. try to frame the subject. From the economic side, limited water resources pose a question about which activities to privilege or abandon. From the political one, there is a debate opposing the concept of public good to privatization and the creation of water markets. - (NF)
